Sports Wagering Reminders for Staff

Good afternoon,
As you may have recently seen in the news, there have been multiple NCAA student-athletes<https://www.espn.com/college-sports/story/_/id/37568592/gaming-commission-investigating-iowa-possible-ncaa-violation> and staff members<https://www.espn.com/college-baseball/story/_/id/37409279/alabama-fires-baseball-coach-brad-bohannon-amid-betting-probe> placed under investigation for sports wagering (gambling). Sports wagering has become increasingly popular in recent years due to laws and regulations shifting as well as sports wagering sites becoming available at all times on mobile devices. The Big 12 Conference and U.S. Integrity/ProhiBet announced a partnership to provide Baylor Athletics with monitoring software and tools that will play a pivotal role in monitoring student-athletes, student workers, coaches, and administrators in hopes of preventing them from engaging in prohibited sports wagering. That system is operational and has already shown itself to be able to determine if sports wagering by our student-athletes and staff has occurred. Regardless of state laws (Texas State law still prohibits sports wagering) where you may be traveling, NCAA legislation still prohibits sports wagering by all student-athletes, student workers, coaches and administrators. As such, below are some reminders regarding sports wagering you should be aware of as an athletics department staff member:
* As an athletics department staff member, you may NOT participate in sports wagering for any event that the NCAA hosts a championship for at any level.
* The prohibition includes any practice or competition (high school, collegiate, amateur or professional) in all NCAA sports, regardless of whether they are sponsored by Baylor.
* This also includes emerging sports (e.g., Equestrian, Acrobatics & Tumbling, Triathlon, etc.)
* Placing anything at risk (e.g., cash, dinner, tangible items) with a chance to win something in return, constitutes a wager and is a violation of NCAA rules.
* Types of sport wagers that violate NCAA rules include, but are not limited to:
* Fantasy leagues
* March Madness or other tournament-style brackets/Super Bowl squares
* Calcuttas
* Sports pools
* Online sports betting websites/apps (e.g., FanDuel, DraftKings, Sportsbooks, PrizePicks, Underdog, etc.)
* Parlay and prop bets
* Live in-game betting
* Single game sports bets
* Staff members are NOT permitted to share information with any individual engaging in sports wagering.
* Coaches, staff members, managers, trainers, student workers should NOT share information about their team or other Baylor teams. For example: disciplinary actions, strategy, injuries, etc.
* Institutional staff members found in violation of NCAA sports wagering rules will be subject to disciplinary or corrective action as outlined in the rules governing the NCAA infractions process.

10.02.1 Sports Wagering. [#] Sports wagering includes placing, accepting or soliciting a wager (on a staff member's or student-athlete's own behalf or on the behalf of others) of any type with any individual or organization on any intercollegiate, amateur or professional team or contest. Examples of sports wagering include, but are not limited to, the use of a bookmaker or parlay card; Internet sports wagering; auctions in which bids are placed on teams, individuals or contests; and pools or fantasy leagues in which an entry fee is required and there is an opportunity to win a prize. 10.02.2 Wager. [#] A wager is any agreement in which an individual or entity agrees to give up an item of value (e.g., cash, shirt, dinner) in exchange for the possibility of gaining another item of value. (Adopted: 4/26/07 effective 8/1/07)
